During Emperor Palpatine's rule the rule of two was generaly kept as the only true sith were Darth Vader and Darth Sidious (Palpatine) however the rule was broken when Darth Vader trained a Secret Apprentice, meaning that at one point there were three Sith. As the Sith were constantly fighing each other as well as the Jedi it was decided that that there should only be two Sith at a time, a master and an apprentice.
